What Is a De Minimis Threshold?
The de minimis threshold is the maximum value of goods that can enter a country duty-free and tax-free. Ship below it and you pay nothing — no customs duty, no VAT, no processing fees. Cross above it by even one dollar (or euro, or pound), and the full tax bill applies. It is hands-down the most important number in cross-border e-commerce logistics, yet it's the one first-time importers almost always overlook.

Global De Minimis Comparison
Here's how the world stacks up on tax-free import limits:
- United States — USD $800: Section 321 of the Tariff Act. The most generous de minimis in the developed world. Goods valued at $800 or less per person per day enter duty-free. This is why DTC brands ship from China to US customers without customs friction.
- European Union — €22 to €150: The EU scrapped its €22 VAT exemption in July 2021. Now every euro of import attracts VAT (via the IOSS scheme), but duty only kicks in above €150. It's a split threshold — VAT from €1, duty from €150.
- United Kingdom — £15 to £135: Post-Brexit, the UK removed the £15 VAT exemption. Consignments under £135 now have VAT collected at the point of sale by the seller. Goods over £135 pay VAT and duty at the border. It's complicated, and that's exactly why the de minimis matters.
- Canada — CAD $20 to $150: CAD $20 for duty exemption; CAD $40 for GST on gifts; CAD $150 for goods under the Courier Imports Remission. The layering means you need to check which threshold applies to your specific shipment type.
- Australia — AUD $1,000: One of the higher thresholds globally, based on the FOB goods value. Once you cross AUD $1,000, full duty and GST apply on the CIF total.
- Mexico — MXN $50: On the other end of the spectrum. Almost anything commercial triggers the full duty and IVA treatment.

July 2026 update: The $800 exemption is under active legislative and administrative pressure. CBP has tightened Type 86 enforcement, and the De Minimis Reciprocity Act (H.R. 1452) could eliminate de minimis for Chinese goods entirely. Staying under the de minimis doesn't just dodge taxes — it also skips the formal customs entry process. Formal entry means filing a detailed customs declaration, paying brokerage fees, and potentially waiting days for clearance. Informal entry (below the threshold) is lighter, faster, and cheaper. For e-commerce, the difference between informal and formal entry can mean the difference between a profitable sale and a margin-killer.

Which de minimis threshold matters most for my business?
It depends on your trade lane and average order value. If you ship from China to US consumers and your AOV is under $800: Section 321 de minimis is your best friend — zero duty, zero formal entry. If you ship from China to UK consumers: the old £15 duty de minimis (scrapped in 2021) was almost useless for anything beyond a phone case, but the £135 consignment rule's VAT mechanism is what you actually need to understand.
